"Thief of Shooting Meteor" is a highly valuable Relic Set, as it's an excellent option for nearly all characters specialized in Break, whether they are DPS or Support/Sustain. Characters that focus on this type of damage and team composition greatly benefit from this set.
That said, there are other great sets for these types of teams, like the "Watchmaker" Set, which should always be equipped on one of your Supports to provide Break Effect to the entire group. For the rest of the characters (except for the DPS, who will typically benefit more from the "Iron Cavalry" Set), you could equip this set.
The "Thief of Shooting Meteor" Set is fantastic because it significantly boosts the Break Effect of the wearer and helps generate more energy—an always useful advantage.
