Dance! Dance! Dance! is a 4-star Lightcone designed for characters following the Path of Harmony, and it happens to be one of my favorite Lightcones. The effect it provides is excellent and can be utilized by virtually all characters on the Path, although some may benefit more than others.
This is because its passive ability allows us to expedite the actions of our entire team, a fantastic feature since the more our group attacks, the more damage we inflict, generate more energy, and receive less damage from enemies (indirectly slowing them down).
As mentioned, characters on the Path of Harmony can make good use of it, especially those who frequently unleash their Ultimate abilities and, of course, those with Speed-boosting mechanics. This synergizes well with expediting our group's actions.
In case it's not clear, it's a highly recommended Lightcone.
