Before Dawn is a 5-star Light Cone designed for characters from the Erudition Path, primarily created to enhance Jing Yuan, which doesn't mean it's not a great Cone for many Honkai Star Rail characters.
All of its passive bonuses are very versatile in the sense that many characters can make good use of them, as they are, in the end, generic bonuses that significantly improve the damage of the vast majority of characters.
The only part of the passive that is not quite as versatile is the increased damage for Follow-Up Attacks because not all characters from the Erudition Path have this type of attack, although most of them do. There's no doubt that it is an incredible Cone for those characters that do have Follow-Up Attacks.
