Staff of the Scarlet Sands is Cyno's 5-star spear and it's an incredible weapon to boost his damage since he benefits a lot from Elemental Mastery and many times increasing this statistic means that he loses some Attack, something that this spear will compensate through its passive.
You can really equip it to any character that benefits a lot from both Attack and Elemental Mastery. A clear example of this would be Hu Tao, the only thing is that if you equip it to a character, you must put a lot of Elemental Mastery on it to make it work.
