Snow-Tombed Starsilver is one of Dragonspine's weapons and is especially interesting for characters that use claymore, are Main DPS and go for physical damage. If on top of that they are of the Cryo element to take better advantage of the passive, even better (too many requirements, yes).
It's easy to think of Eula reading this description and yes, it's a good weapon for Eula. But it's also true that Prototype Archaic is a weapon that fulfills a similar function and since it's easier to obtain and much more versatile (it's valid for Main DPS whether they are physical or not), it's usually preferred over this one.
