Moonpiercer is a very interesting bow as it'll provide a hefty bonus to Elemental Burst damage depending on what the Elemental Burst energy cost of all the characters on your team is, so it'll work especially if your team has Elemental Bursts of high cost.
As you can see, it isn't used as much because there isn't such a high presence of archers with Elemental Burst with very high damage, but the bow as such is very good.
