Kagura's Verity is Yae Miko's weapon and is a less than optimal weapon for most catalyst characters as it requires the character to have very good damage with their Elemental Skill and to activate it very often (activating isn't the same thing as hitting with it) to get its full potential.
Of course, the few characters that meet these requirements are greatly benefited.
