Mona is a character that stands out for dealing a very powerful blow through her Ultimate Ability and also granting a powerful damage buff for a few seconds in the process. The problem is that her off-field Hydro application is pretty lackluster. She's mostly used in Permafrost compositions as she has a trick, and that is that the bonus damage she provides with her Ultimate Ability stays active as long as enemies remain frozen.

Since we'll generally be using her in Permafrost comps (with few exceptions, she doesn't have a place in others) we'll avoid Elemental Mastery and focus a lot on boosting the damage of her Elemental Burst. She's also a good user to carry Noblesse Oblige.
